Q: Why is it that I can "see" the hotspot but am unable to connect?

A1: Many times the hotspot provider has set up a central high power
antenna that's easy for you to pick up on your laptop but your laptop does not have the power to reach all the way back. --
Here's a pointer, plug your laptop in. Many times if you are operating on the battery the laptop will conserve power on the built in WiFi  radio limiting the "reach back".

A2: WiFi radios waves are "fickle" your best bet is direct line on site from antenna to antenna. Walls, people, trees, all impact your connection.

A3: WiFi shares the radio waves that are very close to many other
devices in your environment that can be interfering with each other.
